Collector of Revenue - Service Changes

Personal property tax waivers are usually issued in person only, but during the current public health crisis are issued by email.

Please send an email to [email protected] with your request, and provide the following:

  • photos or scans of both sides of your ID (must be legible)
  • the front and back of the title or registration paperwork of the car (must be legible)
  • your address on January 1, 2018 , 2019 & 2020 and your current address if different.

After we have processed setting up your personal property account, we will email you the waiver.

Our staff is working all Collector requests in the order received. Due to these unusual circumstances, we cannot provide a time estimate of when you will receive the waiver.

Roles and Responsibilities

The Collector of Revenue serves as the billing, collecting and disbursing agent for more than 200 different taxing districts in St. Louis County.

The Collector efficiently manages this complex and overlapping taxing environment by offering a centralized process to expedite the receipt and distribution of over $1.8 billion annually for:

  • Personal Property Taxes
  • Real Estate Property Taxes
  • Railroad and Utility Taxes
  • Merchant's and Manufacturer's Taxes

Each taxing authority provides their individual tax rates to the Collector of Revenue, who combines those rates into individual tax bills.
