WHO CAN VOTE ABSENTEE

The state of Missouri allows for absentee voting if you are:

  • Absent from St. Louis County on Election Day
  • Incapacitated or confined due to sickness or disability, including caring for a person who is incapacitated or confined due to sickness or disability
  • Restricted by religious belief or practice
  • Employed as an election authority
  • Incarcerated, although all necessary qualifications for voting have been retained
  • A member of the U.S. armed forces in active service, or dependent, or spouse
  • A civilian employee of the U.S. government working outside the United States
  • A registered voter in the state of Missouri, and has moved to St. Louis County after the 4th Wednesday prior to an election
  • A former resident of Missouri and is authorized to vote for federal offices by federal law
  • A participant in the Missouri SAFE at home program (under sections 589.660 to 589.681
HOW TO APPLY FOR A BALLOT

Absentee voting begins SIX WEEKS prior to each election.  A qualified registered voter may apply for their own absentee ballot, or an absentee ballot for a family member within the first or second degree of consanguinity or affinity by email, mail, in person or fax. The relationship to the family member must be specified on the application.

The deadline to vote absentee in-person is 5:00 p.m. the Monday before each Election Day.

Apply By Written Request

If you are unable to obtain a copy of the ballot application, you may submit a written request.  The written request should contain the following information:

1.   Name of voter requesting an absentee ballot
2.   Birthdate and last 4 digits of social security number
3.   St. Louis County residence address
4.   Address where ballot is to be mailed (if different from residential address)
5.   Reason for voting absentee
6.   Election for you which are requesting an absentee ballot
7.   Political party preference (this applies to primary elections only)
8.   Signature of the voter
9.   Signature of person applying for a ballot and their relationship to the voter
10. Provide a copy of an acceptable form of identification with your written request

PERMANENTLY DISABLED

Voters who are permanently disabled may apply to be on our Permanently Disabled Voter list. Once placed on the permanently disabled list, a voter will automatically receive an absentee ballot application for each election held within their voting jurisdiction.

SAFE AT HOME
The Address Confidential Program has been established by the Missouri Secretary of State’s Office to provide a substitute address for survivors of domestic violence, assault, stalking, etc.

About the Program

The Safe at Home address confidentiality program helps protect victims of domestic violence, rape, sexual assault, human trafficking, stalking, or other crimes who fear for their safety, as well as the safety of individuals residing in the same household as the victim, by authorizing the use of a designated address for such victims, their minor children, and individuals residing with them.  In addition, the program allows participants to use the designated address on new records created by government agencies and the courts. Examples of new records include:

  • Driver’s license, non-driver’s license and vehicle registration
  • Voter registration
  • Public school records
  • Social services records for food stamps, cash assistance, child support, WIC, etc.
  • Public library cards
  • City or county records 
  • Law enforcement and court records

Government agencies and the courts must accept the substitute address of a participant in place of a home, work, school or mailing address. Participants may have their first-class mail, legal mail and certified mail sent to the substitute address, and then the secretary of state's office will forward the mail to the participant’s confidential mailing address at no cost to the participant.

Who Can Apply

  • Survivors of domestic violence, sexual assault, stalking, human trafficking, rape or other crimes.
  • Victims of crime who have recently relocated or are planning to relocate because they fear future harm.
  • Individuals who understand that Safe at Home is one piece of a comprehensive safety plan.
  • Residents of Missouri.
  • Eligibility Requirements - Missouri Secretary of State

How to Apply

Potential participants must meet in person with a registered Application Assistant to apply for the Safe at Home program. Application Assistants are located throughout Missouri in agencies and nonprofit programs that provide counseling, referral, shelter or other specialized services to victims of crime. Please call Safe at Home or access the Find an Application Assistant section of this website.

Application Assistants will:

  • Explain program services and participant responsibilities;
  • Work with victims to integrate the Safe at Home program into their overall safety plan;
  • Provide application forms and assist potential participants with the completion;
  • Provide the applicant the opportunity to register to vote through the Safe at Home program;
  • Forward the completed application to the Safe at Home office; and
  • Assist the applicant without discrimination pursuant to Missouri law.
NURSING HOME/COMMUNITY

Nursing Community Voting begins FOUR WEEKS before each election for a two week span.  Nursing Community Voting is conducted by a team of Nursing Home Deputies per the request from the Activity Director of the Nursing Home.

If you wish to vote at your Nursing Home, please contact your Activity Director.
