Emergency Support Functions

Used to organize and provide assistance during the response and recovery phases of a disaster.   

Transportation

Provides support to the Office of Emergency Management and other County governmental entities in the management of transportation systems and infrastructure during domestic threats or in response to incidents.  View The Document Here
 

Communications

Coordinates the actions to be taken to assure the arrangement of required communications and telecommunications (computers and telephone systems, etc. during a disaster situation, as well as, the activation of warning systems and restoration of essential communicating systems.  ESF 2 (Communications)

Public Works and Engineering

Coordinates and organizes the capabilities and resources of St. Louis County Government to facilitate the delivery of services, technical assistance, engineering expertise, construction management, and other support to prepare for, respond to, and/or recover from a disaster or an incident requiring a coordinated county response.  ESF 3 (Public Works and Engineering)

Firefighting

Provides local support for the detection and suppression of fires resulting from, or occurring coincidentally with, an incident requiring a coordinated response for assistance.  ESF 4 (Firefighting)

Emergency Management

Provides the core management and administrative functions in support of the emergency operations.  ESF 5 (Emergency Management)

Mass Care | Emergency Assistance | Disaster Housing

Coordinates the delivery of mass care; emergency assistance; disaster housing; and human services.  ESF 6 (Mass Care, Emergency Assistance, Disaster Housing)

Logistics Management and Resource Support

Provides a comprehensive disaster logistics planning, management, and sustainment capability that organizes the resources of local logistics partners, key public and private stakeholders, and nongovernmental organizations (NGOs) to meet the needs of disaster victims and responders.  ESF 7 (Logistics Management and Resource Support)

Public Health and Medical Services

Provides the mechanism for coordinated assistance to assure local resources in response to a public health and medical disaster within St. Louis County.  ESF 8 (Public Health and Medical Services)

Search and Rescue

Rapidly deploys components of the local fire departments and districts to provide specialized lifesaving assistance to local authorities when activated for incidents or potential incidents requiring a coordinated local response.  ESF 9 (Search and Rescue)

Oil and Hazardous Materials

Provides support in response to an actual or potential discharge and/or uncontrolled release of oil or hazardous materials.  ESF 10 (Oil and Hazardous Materials)

Agriculture and Natrual Resources

Provides coordination with external agencies responsible for agricultural and natural resource response within St. Louis County.  ESF 11 (Agriculture & Natural Resources)

Energy

Is intended to facilitate the restoration of damaged energy systems and components when activated for incidents requiring a coordinated response.  ESF 12 (Energy)

Public Safety and Security

Coordinates local public safety and security capabilities and resources to support the full range of incident management activities associated with potential or actual incidents requiring a coordinated response. This ESF does not usurp or override the policies or mutual aid and assistance agreements of any local jurisdiction, government, or agency.  ESF 13 (Public Safety and Security)

Long Term Community Recovery

Long-Term Community Recovery provides a mechanism for coordinating support to local governments, non-governmental organizations (NGOs), and the private sector to enable community recovery from the long-term consequences of extraordinary disasters.  ESF 14 (Long-Term Community Recovery)

External Affairs

Ensures that sufficient assets are deployed to the field during incidents requiring a coordinated response to provide accurate, coordinated, timely, and accessible information to affected audiences, including governments, media, the private sector, and the local populace, including the special needs population.  ESF 15 (External Affairs)

Business and Industry

Provides communication and coordination with business and industry entities within St. Louis County which may be impacted by a disaster.  ESF 16 (Business & Industry)
