According to the Saint Louis County Charter, the Survey Section performs the duties of the County Surveyor under the Director of Highways & Traffic. The Survey Section supplies information regarding (a) property and right-of-way lines, (b) location of easements and improvements, (c) topographical information, (d) horizontal and vertical control points, (e) descriptions for right-of-way, easements, slope license, etc., (f) expert witness for legal concerns pertaining to surveying, (g) preparation of survey drawing and exhibits as needed, (h) administers and reviews Aerial and Right-of-Way contracts, (i) responsible for checking and replacing bench mark elevations throughout Saint Louis County including the publication of a Benchmark Book and (j) custodian of survey records. This information is used by the Department's Divisions as well as by local developers, engineers and other County agencies.

The survey function is an integral part of construction. Normally, six survey crews perform the necessary fieldwork required by the Department. The largest area of work is providing support for construction contract projects. In general, the work consists of establishing the roadway centerline by setting stakes at intervals, determining the vertical profile along the centerline, plotting the profile and establishing grades, taking cross sections, measuring drainage area, laying out of structures such as culverts and bridges, and locating right-of-way boundaries.
