April Municipal Election Filings & Qualifications
Opening of Filings 115.127.5 The opening of filings for municipal and other special districts shall be 8:00 a.m., the sixteenth Tuesday prior to the election. If the closing date for filing a declaration of candidacy for any office in a political subdivision or special district is not required by law or charter, the closing filing date shall be 5:00 p.m., the eleventh Tuesday prior to the election.

Needed for passage: 4/7 vote is required at the general municipal,
primary or general election. All other elections need 2/3 approval for passage.
Write-in Candidates
115.453.4
Write-in votes shall be counted only for candidates for election to office who have filed
a declaration of intent to be a write-in candidate for election to office with the election
authority prior to 5:00 p.m. on the second Friday preceding the election. This shall not
apply to elections where candidates are being elected to an office for which no candidate has filed.
In the event there is an office in which there is no filed candidate, or the number of candidates is less than the number
to be elected, it is not necessary to file a "Declaration of Intent" to be a write-in candidate and the
above subdivision shall not apply.
No person shall file a "Declaration of Intent" to be a write-in candidate for any municipal office unless such person is
qualified to be certified as a candidate under section 115.346
Withdrawal of Candidacy
115.127.6
Except as provided for in section 115.359, if there is no additional cost for the
printing or reprinting of ballots or if the candidate agrees to pay any printing or reprinting costs,
a candidate who has filed for an office or who has been duly nominated for an office, may, at any time
after the certification required in section 115.125 but no later than 5:00 p.m. on the sixth Tuesday
before the election, withdraw as a candidate pursuant to a court order, which, except for good cause
shown by the election authority in opposition thereto, shall be freely given upon application by
the candidate to the circuit court of the area of such candidate's residence.

Ballwin, Bella Villa, Bellefontaine Neighbors, Beverly Hills, Brentwood, Charlack, Clarkson Valley,
Cool Valley, Country Club Hills, Crystal Lake Park, Dellwood, Des Peres, Edmundson, Eureka,
Fenton, Flordell Hills, Frontenac, Glendale, Green Park, Greendale, Huntleigh, Kinloch, Ladue,
Lakeshire, Manchester, Moline Acres, Northwoods, Oakland, Pacific, Pagedale, Pasadena Hills,
Pine Lawn, Rock Hill, Shrewsbury, St. Ann, St. George, Sunset Hills, Town & Country,

Mayor 79.080 Qualifications: 25 years old, US citizen, resident of
the city at the time of and for at least one year next preceding the election.
Alderman 79.070
Qualifications: 21 years old, US citizen, an inhabitant
and resident of the city for at least one year next preceding his election, and a resident, at the time he files and during
the time he serves, of the ward from which he is elected.
3rd Class Cities
Black Jack, Breckenridge Hills, Chesterfield, Jennings, Maryland Heights, Normandy, Overland, Wellston.
Mayor 77.230 Qualifications: 30 years old, US citizen, a resident of the city
at the time of and for at least two years next preceding the election.
Councilman 77.060 Qualifications: 21 years old prior to taking office,
US citizen, an inhabitant of the city for one year next preceding the election, a resident from the ward
from which he is elected six months next preceding the election.
Villages
Bel-Nor, Bel-Ridge, Bellerive Acres, Calverton Park, Champ, Country Life Acres, Glen Echo Park,
Grantwood Village, Hanley Hills, Hillsdale, MacKenzie, Marlborough, Norwood Court, Pasadena Park,
Riverview, Sycamore Hills, Twin Oaks, Uplands Park, Velda Village Hills, Vinita Terrace, Westwood,
Wilbur Park.
Trustee 80.050 Qualifications: 21 years old, US citizen, an inhabitant
of the town at the time of his election who has resided there one year preceding the election.
School Districts
Directors 162.291 Qualifications: 24 years old, US citizen, resident taxpayer
of district who has resided in this state for one year next preceding election or appointment.
Junior College District
Trustees 178.820.5 Qualifications: 21 years old, US citizen, voter of the subdistrict for one
year next preceding the election.
Fire Districts
Directors 321.130 Qualifications: Over 25 years old, voter of the district one year prior
to election or appointment. Notice of Election (115.125) Not later than 5:00 p.m. the
10th Tuesday prior to the election... the officer calling the election shall notify the election authority. (Refer to 115.125
and 115.127 for exact wording and all other provisions, including publishing.) No election needs to be held 115.124 If the number
of candidates who have filed for a particular office is equal to the number of positions in that office to be filled by the election,
if the notice provided for in subsection 5 of section 115.127 has been published in at least one newspaper of general circulation in the district, no election shall
be held for such office, and the candidates shall assume the responsibilities of their offices at the same time and in the same manner as if they had been elected.
