The Land Planning Section, a division of the Department of Planning, enforces the County's Zoning Ordinance by processing and analyzing petitions for changes in zoning, special procedures, and variances to the zoning regulations. The Land Planning Section also researches and proposes ordinance amendments to ensure that the Zoning Ordinance is effective in regulating land use. Additionally, the Section conducts and coordinates plan reviews of commercial, industrial, and residential development in unincorporated St. Louis County by the St. Louis County Planning Commission

Board of Zoning Adjustment

The Board of Zoning Adjustment (BZA) is a three-member body of citizens appointed by the County Executive, subject to confirmation by the County Council, to hear appeals from land-owners in the unincorporated area from the strict application of the regulations of the St. Louis County Zoning Ordinance. The Board was established to hear variance requests relating to yard setbacks for buildings, structures and parking areas, sign size requirements, reconstruction or alteration of non-conforming structures, and interpretations of the intent of the Zoning Ordinance.

The Land Subdivision Process

The Land Planning Section also oversees the division of land for unincorporated St. Louis County. In addition, the Section is responsible for the calculation, collection, monitoring, and management of escrow accounts for public improvements in subdivisions. For more information on the subdivision process, see the Zoning and Subdivision Information page.

The Citizen's Guide to the Subdivision Process is a quick reference for the process of subdividing land in unincorporated St. Louis County.  In addition, the Subdivision Ordinance is available on-line.

Home Day Care

St. Louis County licenses day care homes in unincorporated county.  The caregiver must live in the residence and care for no more than ten children.  For more information, see the Home Day Care Regulations page.
