St. Louis County Shifting Into High Gear on Courts Project

With financing secured through last month’s passage of “Prop S,” St. Louis County is aggressively moving forward on “The County Courts Project” – which will provide a new, critically needed Family Court building (including juvenile detention) and pay for extensive upgrades to the County’s main courthouse in Clayton.

The project will be funded with $100 million provided by Prop S, which voters approved April 3. Earlier this week, St. Louis County advertised a Request for Qualifications (RFQ) for programmatic services – one of the first steps in the “Design-Build” construction process by which the project will be completed. Engineers, architects, planners and other staff from numerous St. Louis County departments will play instrumental roles throughout the life of the project. Additionally, the County’s future hire of a professional services firm for programmatic support will help them define the project’s scope and draft the documents required to be submitted by prospective general contractors.

The County’s existing Family Courts facility, located on Brentwood Boulevard in Clayton, suffers from a variety of problems – including a chronic lack of space that often requires crime victims to sit literally within a few feet of their accused assailants. Many staffers are shoe-horned into offices that were originally detention cells. The building also contains asbestos, suffers roof leaks, is cooled and heated by an inefficient HVAC system and has a congested security check-in point.

The main courthouse – located at 7900 Carondelet Avenue in Clayton – is in desperate need of wholesale upgrades to its electrical system and HVAC system. Additionally, the pre-9/11 building has unacceptable security issues that leave judges and staff vulnerable in chambers and hallways. Also, patrons must wait in long security lines to be individually processed, while special court services are housed off-site due to a lack of space.

Notice is hereby given that a 30-day public comments period for the St. Louis County Substantial Amendment to the 2011 Action Plan will commence on April 9, 2012 and close on May 9, 2012 to solicit citizen input regarding the Substantial Amendment.
The substantial Amendment to the Action Plan proposes to increase the estimated amount of the Emergency Solutions Grant formerly known as the Emergency Shelter Grant from $242,976.00 to $379,650.00

Copies of the County’s Draft Substantial Amendment to the Action Plan are available for public review online at Substantial Amendment Draft and in the Veterans and Homeless Program Services Office at 121 S Meramec, 3rd floor, Clayton, MO 63105.
